God scattering Israel and them "being lost" was not that they would be lost to God. God knows exactly where all the tribes of Israel are today. Further, if you dig in history and follow the scatterings and wanderings of all the tribes of Israel, you can see where they've been since Captivity and where they are today.
God scattering Israel was a result in them breaking His "if/thens" as detailed in Leviticus. They broke their National Covenant with God. The National Covenant was a conditional contract between God and His people. They failed to uphold their end of the agreement. This occurrence and resulting punishment was not a nullification of the Abrahamic Covenant or the everlasting covenant with the Throne of David however as that was not conditional and is still in effect today.
